None of the Uruk alive today have ever known Lycaon and many generations have come and gone and lived and died in the mission to find him.

He was a normal human man until he offended Zeus, who then punished him by turning him into a giant wolf. He wandered the world for many years, feared and hunted, attempting to figure out how to return himself to human before he found a werewolf turning for the second time. He recognized she was losing her touch with her sense of self and also felt sympathy towards the trauma of turning itself, so he imprinted with her, which anchored her mind to his.
She became his emissary and hunted down others that she could sense would turn soon and brought him to imprint with them. Once he had a Pack of significant enough size he began organizing them. He understood the biggest hinderance to the Uruk as a whole was a lack of education and seeing that their needs and his had an overlapping solution he started their first library.
